I would by 24 of late 90s monte carlos and then have my own one-make racing series for myself and friends. Body contact encouraged. Don't worry, the 3.1L V6 and 4-speed auto makes sure we won't ever get going fast enough for that to be an issue.

Reeeeeeepayyyaaaarrrrrrssss? 90s neons aren't familiar with that word. Not that they don't break, just that they're never really fixed.

And seriously, if you want refinement but low repair bills for 25k, do you really want a "built to cost" compact or subcompact? How about this - 6.6k for an immaculate 190E and then you have about 19k for something like an SRT-4 or even a used challenger R/T if you want a V8. Neither are that complicated but both are solidly built. The merc is bulletproof and built with the proper German engineering - take a simple idea and refine the everloving hell out of it. 5-speed manual too. Then you get a shortened merc chassis with an american V8 and a pistol grip 6-speed. You can even get it in orange!
